The Demise of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the presentation of a new 28-point plan for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The chain of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are waged: hopeful statements are issued from multiple capitals. Significant resources is expended on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "resolution".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from across the border, a capacity enabled by timely intelligence. From vantage locations, military aircraft that had been scrambled to counter approaching cruise missiles flew past – sophisticated military planes supplied to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons activated: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably supplied through allied countries. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly transforms into resigned acknowledgment: perhaps the incoming missile won't strike its target this time, protecting urban areas from devastation and additional electricity failures.

Ongoing Risks

Not long after, a large-caliber weapon engaged a drone close by, part of a mobile-fire group – almost certainly imported technology. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its destination.

With pauses, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a need that European nations are demonstrably unable to replace in the immediate future.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new proposal from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, certainly, persist.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration functions according to a assumption understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unfeasible to force Russia to relinquish the areas that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not shift further in its favour in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but averting a total frontline collapse until situations evolve in its favour.

Current Realities

Realistically, there are no actual prerequisites for a armistice. Now, individual motivations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their task will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a mere seven days to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new initiatives based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
